Description of program: The OhioMeansJobs-Readiness Seal* is a formal designation a student can earn by demonstrating the professional skills that are required for success in the workplace. The student can earn the OhioMeansJobsReadiness Seal by asking three or more mentors to validate that the student demonstrated the professional skills valued by Ohio businesses. The OhioMeansJobs-Readiness Seal distinguishes students who are prepared to contribute to the workplace and their communities. To earn the OhioMeansJobs-Readiness Seal, each student must complete these steps:
- Demonstrate proficiency** in each of 15 identified professional skills.
- Using the OhioMeansJobs-Readiness Seal Form, record how he or she demonstrated each professional skill. A student is only required to document how he or she demonstrated each skill in one of three possible environments – school, work or community. But, the student cannot document all 15 skills in the same environment, for example, school. At least two environments must be reflected among the demonstrated skills.
- Have each skill validated (confirmed) by at least one mentor. A mentor is an experienced advisor the student trusts. A minimum of three mentors must be involved in the overall validation process and sign the form. By signing the form, each mentor is recommending the student to a prospective employer or higher education provider.
- The student is encouraged to secure letters of recommendation from his or her mentors. The student also may engage in career planning and career readiness activities on OhioMeansJobs.com.

Description of program: The Prevention, Retention, Contingency (PRC) program is a special category of assistance offered by the Delaware County Department of Job and Family Services. It is designed to help people overcome immediate barriers to achieving or maintaining self-sufficiency and personal responsibility, thereby preventing the need for ongoing public assistance. PRC is meant to assist a family through a presenting crisis and not to maintain a family when long term financial expenses exceed the ability of the family to meet those obligations. The main objectives of provide PRC assistance are to prevent loss of paid employment or eliminate a
barrier in securing employment; to provide temporary assistance when the retention of a job is in jeopardy due to an unexpected crisis; and to meet a presenting contingency.

Description of program: Rapid Response (RR) is funded by the U.S. Department of Labor under the Dislocated Worker Program of the Workforce Innovation and Opportunity Act (WIOA). RR is dedicated to averting layoffs and reemployment after layoffs. We serve two customers: employers and their workforce. We achieve our goals by offering layoff aversion and early intervention services to employers who are facing downsizing or layoff, as well as reemployment solutions to employers and their workforce who have been impacted by permanent layoff or closure. Some of our services may include customized workshops, training, up-skilling, retooling, certifications or skill matching.
Proactive and Reactive Rapid Response
Mass Layoff and Closure assistance is reactive in nature and can help minimize disruptions associated with job loss and get workers back to work as quickly as possible.
Layoff Aversion assistance is proactive in nature and can help employers by training or up-skilling their current workforce which may avert a layoff or closure.
Employers
We can help you avoid future layoffs, access training programs for your employees, find skilled potential employees, and learn more about employment rights and regulations. Events such as mass layoffs and closures are usually communicated through the Worker Adjustment and Retraining Notification (WARN) Act. WARN provides protection to workers, their families and communities by requiring employers provide notification 60 calendar days in advance of covered plant closings and mass layoffs.

The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Congress passed the Act by a wide bipartisan majority; it is the first legislative reform of the public workforce system in 15 years.
WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.
WIOA Programs
WIOA brings together, in strategic coordination, the core programs of Federal investment in skill development:
- Employment and training services for adults, dislocated workers, and youth and Wagner-Peyser employment services administered by the U.S. Department of Labor (DOL) through formula grants to states; and
- Adult education and family literacy programs as well as State Vocational Rehabilitation Services programs that assist eligible individuals with disabilities in obtaining employment; both core programs are administered by the U.S. Department of Education (ED).
WIOA also authorizes programs for specific vulnerable populations, including the Job Corps, YouthBuild, Indian and Native Americans, and Migrant and Seasonal Farmworker programs as well as evaluation and multistate projects administered by DOL. In addition, WIOA authorizes other programs administered by ED and the U.S. Department of Health and Human Services.
